EPA issues three final TSCA framework rules

The Toxic Substances Control Act (TSCA) regulates the introduction of new or already existing chemicals. The U.S. EPA recently released the three final TSCA framework rules.  

The rules are: 

The Prioritization Rule, which explains how the EPA will determine the order in which existing chemicals will be evaluated for their risks, including the criteria for assigning chemical substances as high-priority or low-priority substances for risk evaluation; 

The Risk Evaluation Rule, explains how the agency will analyze the risk posed by existing substances to determine whether they present an unreasonable risk to human health or the environment; and

The ‘Inventory Reset’ Rule, which describes how the agency will determine whether substances on the TSCA inventory are ‘active’ and ‘inactive’. 

According to EPA Administrator Scott Pruitt, these activities "demonstrate this administration’s commitment to providing regulatory certainty to American businesses, while protecting human health and the environment"
